EUDR: one-year postponement and amendments (again)

Published in the official journal, the amendments to the Regulation on deforestation-free products (EUDR)

On December 23, the amendment to the Regulation on deforestation-free products (EUDR) was published in the Official Journal of the European Union. The amended Regulation will therefore enter into force on 26 December 2025.

Main changes to EUDR

▶️ One-year postponement

The entry into application of the obligations set out in the Regulation is postponed by 12 months compared to the previously established dates.

  1. Large operators –> 30 December 2026

  2. Small operators –> 30 June 2027

▶️ Simplification of Due diligence requirements

Due diligence obligations are simplified, with a focus on the first operator placing the product on the EU market. Only the first downstream operator in the supply chain will be responsible for collecting and retaining the reference number of the initial due diligence statement. Competent authorities will be required to share information on the IT system and any significant disruptions.

▶️ Simplified rules for micro and small primary operators

They would only need to submit a one-off simplified declaration.

▶️ Printed products are excluded from the scope of the EUDR

▶️ Review of the simplification measures

By April 2026, the European Commission must review the simplification measures and present a report assessing their impact and administrative burden, accompanied, where necessary, by a legislative proposal.

What can you do?

Over the past year, EMMA4EU has produced several reports and delivered training to students and professionals, aiming to support both the public and private sectors in achieving deforestation-free supply chains, in line with the EUDR and other relevant regulations.

Considering our doubts and concerns about the positions European institutions are taking on the EUDR regulation, the materials we have developed are more relevant than ever.

EMMA4EU

The EMMA4EU project continues to address the skills gap that this regulation highlights. We have identified key training needs for students and professionals across Europe and developed a specialised training programme, empowering the next generation of supply chain professionals to lead the transition toward deforestation-free and sustainable sourcing systems. In parallel, EMMA4EU partners have analysed 43 case studies and developed the Innovation Report on Deforestation-Free Supply Chains, which offers both scientific and practical guidance for EUDR implementation. The report focuses on three pillars—compliance, technology, and corporate social responsibility—by assessing current practices and exploring innovative solutions.
