Roadmap to Commitment

The Roadmap provides a practical, step-by-step framework to guide civil society, public and private sector actors toward Deforestation-Free Supply Chains (DFSC). Serving as both a toolkit and decision-support guide, it facilitates the adoption of monitoring and implementation strategies aligned with international regulations and market requirements. Drawing from 43 case studies Chains in the Innovation Report on Deforestation-Free Supply , it offers actionable, user-friendly, and audience-specific recommendations. While designed primarily for businesses, public authorities, financial institutions and civil society organisations involved in deforestation-free supply chains, it is also useful for students, professionals, and educational institutions (HEIs and VETs) interested in sustainability, compliance, and supply chain transformation.

The Roadmap to Commitment is inspired by the Accountability Framework Initiative approach and integrates the three core thematic pillars identified by EMMA4EU as essential for achieving deforestation-free supply chains: (1) compliance (aligning with regulatory requirements), (2) technology (leveraging tools for monitoring and transparency), and (3) corporate social responsibility (promoting environmental and social sustainability). Though not intended as a regulatory compliance checklist—such as for the EU Regulation on Deforestation-Free Products (EUDR)—it supports stakeholders in aligning with such regulations through strategic implementation, progress indicators, and contextual case studies. The Roadmap to Commitment is adaptable to various commodities and regional contexts, with each step detailing monitoring tools and decision-making supports to support a transition to robust, transparent, and inclusive DFSCs

Structure of the Roadmap

The Roadmap to Commitment is designed to help a wide range of stakeholders in building or reinforcing deforestation-free supply chains (DFSCs).
It offers tailored pathways and resources based on user profiles, ensuring relevance to your role and responsibilities. The Roadmap is structured around five key steps that guide stakeholders through a comprehensive process — from setting commitments to ensuring accountability.
Each step is designed to support meaningful progress toward deforestation-free supply chains, while accommodating the specific needs and capacities of different user groups.

  1. 1 Establish clear, time-bound goals and public commitments to eliminate deforestation, ecosystem conversion, and human rights violations from supply chains. These commitments serve as the foundation for all subsequent actions.
  2. 2 Map supply chains and evaluate potential environmental and social risks, including deforestation, land use change, and labor issues. This step informs priorities for action and enables targeted interventions.
  3. 3 Put in place governance structures, operational procedures, and action plans that support the achievement of goals. This includes assigning responsibilities, building internal capacity, and engaging suppliers and stakeholders.
  4. 4 Report transparently on progress, challenges, and outcomes. Ensure that reporting mechanisms are credible and aligned with recognized frameworks to maintain stakeholder trust and drive accountability.
  5. 5 Use appropriate tools and indicators to monitor progress against goals and commitments. Regularly assess compliance and implementation status across operations and suppliers, and make adjustments as needed.

Target User Groups

The Roadmap addresses the specific needs and roles of five key user groups:


EUDR-targeted companies, involved in the trade, processing and/or distribution of relevant commodities and goods. Operators/Traders/ FMCG Companies.

Policymakers, regulators, and public agencies responsible for control and enforcement. Policymakers/Competent Authorities.

Civil society groups and representatives connected to production/consumption impacts and/or supporting compliance and sustainability efforts. NGOs / Advocacy Groups / Consumer Groups / Rightsholder Organizations.

Entities offering technological, legal, consulting, or advisory solutions. Supply Chain Monitoring and Mapping Companies, Certification Bodies, Legal Advisory Firms.

Investors, banks, and impact funds influencing or supporting actors across the supply chain. OperaBanks / Investment Firms / Asset Managers / Insurance Providers.
